*hmmm...funny how Moby Dick is referenced*
I agree--there is too much to read.
Here's what I came up with while skimming:
Under "3.0 Reason" I found the the bits "finding, not just searching", "answers", "interaction" and "engagement" interesting. Currently I am reading the book "Revolutionary Wealth" by the Tofflers in which they describe the concept of "prosumers". That is, the idea that people are not consuming, but taking the initiative and finding the information they need or pursuing actual experiences in which they do most of the work.
For example, most people enjoy using an ATM machine more than waiting in line for teller. Although it takes roughly the same amount of time to either wait or use the machine, most people seek the ATM because they are engaged in the activity.
In relation to the library's website, we are responding to the idea of our patrons at prosumers. It is not okay in this era to allow librarians to pursue the information, thereby holding the pathway to end, but to allow patrons to discover or uncover it themselves. More interaction is wanted. Our website must deliver.

Ah--good points Kelly!
I'll provide a shorter version when I return from vacation (July 3).
10 points to Kelly for skimming the plan
40 points for referencing the Tofflers and the "prosumers" concept--everything is related and it's amazing how much that is in the current literature (on almost any topic) relates to the Web and our endeavors...
Ok...I'll stop with the points now. ;)
ok, I finished reading the plan. These are the points that stood out, that I am happy to see included, that provoked some response:
I agree completely with the emphasis on usability, and with the idea that visually appealing design should contribute to ease of use, rather than distracting the user.
I am also very much on board (not a Melville sailing reference) with the emphasis on local content, multi-sensory/experiential, and "enable finding, not just searching". Also, the suggestion about JoCo Sports.
Re: 2.1.1.2 JoCoElders – “Seniors” is a term that is already widely recognized and accepted. I agree that more investigation needs to be done to determine whether such a site is needed.
Edward who?
